Question about categorization of merged PRs in monthly release

The most recent list of changes in a monthly release here: https://github.com/p4lang/p4c/releases/tag/v1.2.5.12

lists two of them as "breaking changes". Is there some kind of automated determination of that, or does a person categorize the changes?

I am not requesting any changes to be made to anything here, mainly curious.

The way this work is based on our label system: https://github.com/p4lang/p4c/blob/main/.github/release.yml

If we label a particular PR accordingly, it will show up in the changelog. Most of the labels are manual.

I would like to introduce this to our other repos, because it is quite useful, but have not gotten around to it.
