Move build for pachyderm actions dockerfile to main Pach repo or combine with Pachctl Dockerfile

If we move to main pach repo we can integrate with existing release process / build on every commit, etc

This dockerfile could replace / be combined with the pachctl docker file (as it's a nice addon feature to be able to pass in ENV Vars)
