Release notes check not triggered for prepare-release-PRs

Happened e.g. in packit/ogr#845: for the PR opened by github-actions[bot], the workflow is not triggered (permissions problem?) and since the check is required, I was not able to merge the PR until I force pushed which triggered the action.
