Packit containers should start easily with `compose`

The first step for local development is to start all packit related containers using the compose command.

• Align docker-compose.yml with recent changes in packit deployment - if they are relevant for local development - and be sure the containers can be started using easily generated tokens.
• The httpd service struggles with the certificates when it is run locally. Fix it.
• Also ensure that the dashboard is reachable and working properly when started locally.
