Separate Fedora CI deployment

Moving here issues originally planned in #2692. We concluded we won't be able to do this before the switch to default and it also shouldn't have impact on either Fedora CI or Packit upstream CI users. But would be still nice to have for future for better differentiation (from user perspective), resource management etc.

• Set up deployment for Fedora CI code in Fedora infra #2837
