[RFE] option to wait on select chroots

Description

The podman team is revising its release process, part of which involves fetching the fedora-latest-stable rpm from the packit copr build of the podman release update PR and using that rpm in the image build process in podman-machine-os repo.

In this case we are only concerned with the rpm for fedora-latest-stable and do not want to be blocked by issues in other chroots.

So, I'm requesting an option that'd allow the user to mention one or more chroots to block on and ignore the rest.

Benefit

This would certainly benefit podman's release process. It would also benefit wherever some chroots are more important than the others.

Importance

Not quite blocking, but would certainly speed things up and cause fewer failures.

Workaround

• There is an existing workaround that can be used until this feature is implemented.
