1. switch to non-release/latest on tag release CI completion
2. trigger docker build for tag and latest
3. trigger cargo publish for tag
4. trigger homebrew-tap
5. trigger scoop
6. trigger choco

apply 1-6 for pact-broker-client

add 4-6 to

• pact_mock_server_cli
• pact-stub-server
• pact_verifier_cli
• pact-plugin-cli
• pact-broker-cli

Consider triggers from each of the individual cli's to do an update for the meta cli.
