ci: remove unused triage board workflow

The reusable triage workflow could not access TRIAGE_PROJECT_ISSUE_TOKEN on
bot-authored pull requests, so it failed on every dependency PR and made
otherwise-green branches look red. Issue and PR triage is now handled by a bot.
