Missing latest versions of python

Expected Behavior

Possible to install up to date versions of python. For example 3.11.9.

Current Behavior

Version 3.11.9 version is unavailable.

Possible Solution

No known workarounds to force the use of later versions without a release.

Steps to Reproduce

1. Configure a project with the following:

[tool.poetry.dependencies]    
python = "3.11.9"

Build an image with a project containing the above configuration and the latest paketobuildpacks/builder-jammy-base and get a failure like:

Motivations

Trying to keep versions somewhat up to date with Renovate, but being held back by not being able to update in a timely manner.

If you're open to using Heroku's Ubuntu-based base/builder images, the heroku/python CNB releases support for new Python versions typically in less than 24 hours of upstream release:
https://github.com/heroku/buildpacks-python

The best way to use that buildpack would be via Heroku's builder image: heroku/builder:24

Hello, it seems python version 3.12.10 was silently removed in the latest release and the v1.18.0 release notes do not specifically state that version is supported anymore. This was the specific version I was using, so it was a bit difficult to realize this was the issue till I did some digging. Additionally, I did not see any notes of 3.9.* being removed, but the constraint was removed in another commit and paketo-bot removed all 3.9.* versions. I think it'd be helpful to have release notes of versions being unsupported. I think this project has been doing a better job of automatically adding new versions of python, but older versions are removed without mention. This can be a problem when bigger projects are using paketo and python version ceases to be supported without warning or a release note of that action.
