Automate updating miniconda dependency

Context

See #96 for context. This buildpack was created my manually handcrafting dependencies.

Problem

This buildpack does not auto update with latest version(s) of miniconda

Proposal

Create a dependency-builds pipeline for Miniconda3-py39 that builds new versions and updates this buildpack via Pull requests (just like here)
