Verify ref_is_authority functionality #10

See Taxon.pm, lines 623 and 937.
In our implementation, the api will expect either "YES" or "" for this field. All the other shenanigans will be the job of the client.
With this in mind, make sure we are doing all we need to do to verify the reference_no.
