doc/source/whatsnew/vX.X.X.rstfile if fixing a bug or adding a new feature.We created a property in TimedeltaProperties called adjusted, that aligns timedelta fractional seconds. As mentioned in the comments of this issue we also decided to create a replace method for timedeltas.
