Pandas version checks

• I have checked that this issue has not already been reported.

• I have confirmed this bug exists on the latest version of pandas.

• I have confirmed this bug exists on the main branch of pandas.

Reproducible Example

using docker image python:3.11.11-alpine3.21

then running pip3 install pandas==1.4.2

gives error about C source compilation issue while using python:3.11.11-alpine3.20 is ok
