Document how to set time-based revalidation headers until we have tag-based caching functionality for Content Publisher and Next.js

Until #9762 is further along I am finding I can use short "revalidation" value (ISR) with Content Publisher route to get the end result of Content refreshing quickly. On large sites, this tactic might overwhelm the back-end, but for a small site it should work fine.
