Consider removing local commands from Terminus core

On a call with @greg-1-anderson, @pwtyler and @jazzsequence right now. Greg wants to move local commands like local:commitAndPush from Terminus core to a plugin. This topic is not urgent so I'm making this issue to capture asynchronous discussion.

Another potential action would be to review all of the local commands and decide what their command name and options should be, and adjust them to conform to Terminus norms for release in the next major Terminus release. Any command removal would also be delayed until a major Terminus release. At the time of this writing, the current major version of Terminus is Terminus 4, and there is no planned timeline for a Terminus 5 release.

We should remove all local commands as I see them operating outside the standard behavior of Terminus' scope— although clearly there is at least one person using it so we should have an understanding of usage of the individual commands to decide:

1. Whether or not the commands should be removed
2. Whether or not the commands should be added to a plugin

If there is enough usage/desire, +1 on Greg's proposal to "just" update them to conventions on naming, flags, etc.

+1 to remove all local:. moving to a plugin seems like "the right thing to do" if removing from core.

if not removing from core, local:dockerize looks hyper-specific and mis-named if it doesn't do anything with docker.

added 5.x label. could also add a deprecation label if we decide to remove from core.

For whatever it's worth, I'm the "at least one person" and I removed local:commitAndPush from our CI this week because running git commands directly on the local repo resolved a number of issues.
