User.js / Custom Configuration on GNOME 49

Is user.js no longer a thing in GNOME 45+? I've seen the following note:

Installing PaperWM didn't create a user.js, and manually creating one seems to do...nothing?

I'm most interested in adding support/key bindings for swapping/reordering workspaces (à la reorderWorkspace). I'm not seeing anything in the logs when adding content.

For security reasons GNOME extensions can no longer load JS code from outside their own extension directory/GNOME loading areas. There is no known way to bring back user.js in the foreseeable future.
