Application Pop-up dialogs glitch out to second monitor

Describe the bug
If you open a pop-up dialogs (for example gnome-extensions, and you configure a certain extension, or you open a text editor and the popup dialog to save files shows up, anything..), that pop-up dialog will glitch out to the second monitor, and if you try to reach it - it will just disappear.

Worth noting that the dialog is completely accessible with the keyboard.

This happens to every application, except OBS Studio, which is somehow immune to it..?

The app becomes unusable since it's inactive due to the popup window being open (and it can not be closed because of the bug)

Opening in a scratch layer resolves the issue.

Steps to reproduce the behavior:

1. Open any app that produces a popup dialog (preferably maximized)

Expected behavior
Pop-up windows should not bug out on the second monitor, or preferably - not even show up on the second monitor (follow the cursor, or open on the monitor where the app is)

And if you move cursor away, it reappears again?
This also happens to me, but is not restricted to dialogs only - sometimes Chrome window or terminal (no scratch layer) appears like that.
