Add an option to disable window selection scrolling animation #1117

Is your feature request related to a problem? Please describe.
I found this type of animation particularly burning for the eyes.
My monitor is at 60hz and this horizontal animation causes uncomfortable slight nausea. Other types of animation won't cause this.
I've tried various options, including disabling the animation of gnome in the accessibility settings.

Add an option to disable or enable this animation.
Describe alternatives you've considered
Also if possible, let paperwm also be able to disable or enable the scrolling when using the switch to the next window and switch to the next window features.
