ExEx Oracle - Handle attested ticks #24
Description
Closes #20
The ExEx oracle should have a configured quorum number of attestations. After that is hit we should either:
- Expose the attested data over an (optionally authenticated API)
- Have a Keeper of the oracle network that is in charge of submitting the attested data (2 of 3 multisigs) to a smart contract callback or archiving to blobs
