*: provide config file instead of flags

Looking at parca load in order to change the queries to run against cloud, I think that there are more variables we would like to change about the queries than would be reasonable just with flags. Query intervals were just added for example, but one can imagine also providing different ranges for query merge and range (e.g. 15 minutes, 1 hour).
