[Feature] Support externalized relay-chain node for collators

Parachain has a feature to support external relaychain. In this mode the collator doesn't need to run a local relay-chain node and simply needs to point to a relay-chain RPC URL.

This is already supported in the helm chart (paritytech/helm-charts#251).
