Bump tmp and hardhat in /scripts/hardhat-playground

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependency [hardhat](https://github.com/NomicFoundation/hardhat/tree/HEAD/v-next/hardhat). These dependencies need to be updated together.


Removes `tmp`

Updates `hardhat` from 2.27.1 to 3.0.17
