[Foundry][Integration testing] Properly separate tests that require usage of foundry-polkadot

Description

rename tests that require foundry-polkadot to have _polkadot_localnode at the end of their name so that they filtered correctly and only executed on linux part of the CI.

Majority of such tests lie in the cast testing directory and right now if such test fail to start the node they just silently succeed on any platform

I think that we should use polkadot-anvil node instead of running them on polkadot localnode (kittchensink)
