bitswap: Check if Kubo handles response timeout

As discussed in https://github.com/paritytech/litep2p/pull/516/changes#r2704332112, in some cases we might not respond to Bitswap queries. Check if this situation is correctly handled by IPFS clients (at least Kubo), and if we need to retry sending the response.
