[CI] Setup justfile for Bulletin runtimes

• add chunked example to the CI: Chunked data example + nits #141 (when merged)
  • refactor store_chunked_data.js to use PAPI from examples/api.js for authorize and store
• when merged Added a github workflow for running examples as integration tests #140, we need to bulletin-westend parachain support for CI
  • at the end, we will have at least 2-3 runtimes (Westend, Polkadot), that we want to run integration tests against, so let's setup github matrix features scripts/runtimes-matrix.json
  • another runtime is comig: [B_as_Para] Prepare bulletin-polkadot parachain runtime #133
• add big data example to the CI: storing large file in bulletin #105
  • refactor store_chunked_data.js and store_big_data.js to use PAPI from examples/api.js for authorize and store

The idea is that we define all relevant runtimes here: https://github.com/paritytech/polkadot-bulletin-chain/blob/main/scripts/runtimes-matrix.json. And we just tell github to run as matrix with integration-tests.yml for every runtime
