Block confidence: Deploy YAP on Polkadot

We already have parachain 3419 registered on Polkadot with the first version of the YAP runtime. We need to upgrade it to latest version (12 cores, 500ms blocks), see #10165 .

To do list:

• identify runtime on Polkadot, should be the one before we added collator selection pallet -> check PVF hash on chain, vs PVF hash of the build (wasm)
• ZN test runtime upgrade with 10165 PR (1.3.0 -> 1.3.1), check if we still producing blocks, check if collator selection pallet contains the current collator
• ZN test after upgrade: add additional collators to the set
• Update image to latest master & spin up the previously deployed polkadot collator
• Sanity checks
• Spin up additional 4 collators, they will need to sync the RC
• After cores are assigned (~ 15th Feb), upgrade the runtime to YAP Gaming FTW 🎮  #10165 (should be merged by then)
• After runtime upgrade, try to add collators to the set 1 by 1
• Check collator performance metrics
