Allow payment of local delivery fees in other assets #5160
Description
This issue is similar to the one fixed by #5131, but it's related to local delivery fees as opposed to remote ones. This means the ones going from the first to the second hop.
With v5, we'll have a way to put funds in the executor for the purpose of delivery fees. This would be relevant also for local execution. Probably adding that to all local executions will fix this issue.
We can't rely on JIT withdrawal since that's going away.
