@substrate/calc 0.3.2 adds a regression to calculation payouts

Tracking issue:

It can be a number of commits that have happened between 0.3.1, and 0.3.2 but some testing and debugging should be done in order to find where the issue is happening. In summary, the nominator payouts is incorrect with calc_payout.
