1- is it possible to implement choosing the color of ruler in preferences?
2- is it possible to show rulers without any text or numbers or ticks on them? (for using as a floating reading guide)
3- is it possible to set width of the horizontal and vertical ruler?
4- is it possible for the floating rulers to align ruler positions to mouse position automatically? (track mouse position automatically like a target aiming guide)

not currently, no plans to support this.

You can click on the right edge of the horizontal ruler and drag left or right to resize the ruler. Same for the bottom edge of the vertical ruler, dragging up and down.

Not exactly. If you press the letter O while Free Ruler is the frontmost application, the rulers will jump to your mouse position. So you can sort of achieve this by holding down O while moving the mouse around.
