DataView - UI pattern for download and export #1503

Requesting new feature for the PatternFly DataView extension
- Related RFE for the RH OpenShift Platform (https://issues.redhat.com/browse/RFE-5475) .
In the OpenShift RFE that there are several customers that would like to get it. Can we add a wrapper for the PF table that will enable sending tables as CSV, PDF, xlsx (Maybe in the future also image, json, clipboard) that all operators can use and will get the same set of capabilities.
The UI pattern should consider column selection for the data to be exported.
Note that PatternFly will not supply/build the download service - we will consult with both HCC and OpenShift to determine UI APIs.

@KendraMar and @nlcwong can share design efforts from HCC for this type of functionality and help review the PF.
