Change position of locale switcher for improved UI/UX

It would be great if the language/locale switcher could be positioned somewhere else.

Many normal users won't easily grasp initially how locale content management switching is working in the admin panel. The position of the switcher in the top most right might indicate to them, that this is more of a UI language switcher. Not the language which relates to the content management of the specifically opened collection or global.

I suggest relocating it closer to the collection or global view as described in the screenshot.
