"Fallback to default locale" has no effect?

It seems that it's a bug, when I press save and refresh the checkbox is checked again, so it's always being set to true/checked

Ticking this checkbox on- or off has no effect on the data that is returned, for my global, when there is no translation, the row from the defaultLocale is always returned.
