3.70.0: List view actions has lost its hover states

I'm unable to replicate this on v3.70.0 in the test/_community project, can you confirm whether there's some custom CSS at play here on your end?

No custom CSS, it seems to be missing styling.

Interesting, I wonder if it's windows related (I know some scss changes were made recently to accommodate for a windows bug).
