Can this be made to work with an individual element on the page, instead of the whole page?

I'm looking into creating a 'zero width' scroll pane in JS (effectively a div with overflow: hidden, or maybe an iframe), and having viewport logic for how far it has scrolled, what height is available, etc. would be great.
