Enhance reporting configuration

Currently, action is commenting in PR, and it is not configurable.
Add possibility to disable PR commenting, and instead post report to workflow run space.

when you say "post report to workflow runspace" what is it that you would like to see?

Honestly, I do not want to see anything. Linting either fails, then I go to job logs and see why, or it passes. buf lint action is somewhat breaking this convention, other linters follow this behavior.

This makes sense for PR: if you, during your workflow, committed a code that fails linting multiple times, and fixed it multiple times, you will have 2xfailed_commits reports.

I believe reporting (PR or workflow) should be optional.
