I have tried with yours and theirs and some mcc mnc data the on the company i work and i found more matches on theirs.

We have decided to go that way instead of this

I can't the project I was working on is finished and running, I don't have access to this data anymore. If you can use the source that I have provided and it happens to be better (at least I'm certain it contains more data that the wikipedia site and it provided more matches with our data) that'd be great.

I wish I could be more helpful, sorry for that.

FYI - discovered this project when I was looking for a better source than mcc-mnc!

MCC 405 MNC 856 is assumed to Jio in India. This doesn't appear in mcc-mnc but does appear on Wikipedia.

It would be interesting to compare and see if one is a superset of the other, but so far I'm finding codes in wikipedia that aren't on mcc-mnc.com
