the unlocker alters weapon prices for some reason?

Is there a DLC that lowers the weapon prices that I'm not aware of? Some of them are over $100,000 cheaper which I thought was sort of odd. Why is that and are there any other stats that could be affected by the mod?

edit: It also makes buying contracts cheaper by a lot.

This mod shouldn't but maybe a DLC does that? I'm not aware of this

that's because of the pre-order bonus content dlc for payday 2, one of the benefits of the pre-order bonus was a 20% discount on every purchase in the game
