Additional steps before the action raises PR

I'm trying out this GH action, it works great. But I also need to generate requirements.txt file. I can't step before because the lock is not updated yet, nor after, because

Is there a way for the action to wait for another step or to export too before it creates a PR?

My current workaround is:

• run step with pdm update (not this action)
• run step with exporting requirements.txt
• run this GH action - just to create a PR - the summary then shows no updates though
