Bump shelljs and eslint

Removes [shelljs](https://github.com/shelljs/shelljs). It's no longer used after updating ancestor dependency [eslint](https://github.com/eslint/eslint). These dependencies need to be updated together.

Updates `eslint` from 1.10.3 to 9.39.2
