Move the ToDo section to the top in page #218
Description
In the Web self service for Health Payer, the Todo List is shown in mid of the page.
The expectation is that the ToDo list being an important thing should appear at the top above "Your coverage details"
Also, if nothing is there in todo list, can there be a checkbox to hide it in settings.
