Implement support for Windows

Unfortunately Microsoft has deeply integrated w32time into all aspects of windows. I'm not sure the system will be stable if you disable w32time. And I don't think there is any drop in replacement for w32time that will function the same way. Microsoft doesn't seem to have any time table to replace w32time with anything more modern or anything that supports NTS...

@JamesB192 I'm not really sure what you mean by 'the first' here, and how the links you added to your message relate to Windows support?

In general we are not opposed to adding Windows support and we believe it will be possible to do so. But, as long as we have no funding/sponsorship for it, it will not be a priority feature unfortunately.

i'm a member of the team that manages time at microsoft. ntpd-rs is interesting to us and i'd like to give a go at adding windows support.

also to clarify, w32time is just a plain usermode svchost service that implements ntp and ptp protocols (and optionally VMIC timesync on VMs). if you disable w32time, the OS clock will simply freerun without external reference and drift like any other OS.

you can disable w32time and run your own time synchronization software if you prefer.

thanks for the clarification. I thought that w32time was super baked in and would break win 11 without it.
