rsinit can't handle root=PARTUUID=

rsinit currently requires that root= is followed by a device path. I can understand if that's a design decision as we would otherwise need to interact with uevents, but the error message should at least be adapted:

We could just busy wait like we do for the actual device. That's the easy part. Figuring out which devices should be looked at is quite tricky (just look at all the related udev rules). And I dislike PARTUUID= in general because partitions from multiple devices can match.

But I agree, that we should have a better error message. Maybe some "unsupported" message if we try to wait for something that is not a device?

Honoring rootwait= makes sense IMO, so time out only after 10 seconds (or indefinitely if no argument)
