Fix DataChopper

The idea of the DataChopper class -- to have a nice way to split a TimeSeries into epochs -- is a good one, but the current implementation is a mess and makes too many assumptions about what your time series looks like

If the current implementation is a mess, I say we just remove it and keep this issue open and make some notes about what we would like to have instead.
