Apostrophes in xml:id causing images to break #656
Description
It appears that the presence of apostrophes in the xml:id of surfaces (and possibly other elements) can cause some links in the generated manifest to break and fail to successfully load resources from FCC. More investigation needed to pinpoint where the problem is happening, but this was observed with a particular NBU document that contained apostrophes in the surface xml:ids and the issue was fixed by removing them.
