Update Netlify build image and Node version

There are currently a couple warnings on the Netlify page for the production PADP site.

PADP is using Node 18 and a Focal Fossa build image, both of which are pretty ancient. We should upgrade these to the latest versions. I've been doing my CDP development on Node 22 for a while so the upgrade will probably go smoothly.
