Upload only changed files

Currently the tool re-uploads all files to Arweave on every deployment.

This is inefficient and creates duplicate content on the permaweb.

@JonnieSparkles has a solution for this here which I understand uses a local file is committed to the project repo to track which files have been deployed or not: https://github.com/JonnieSparkles/app-factory
