Missing LICENSE, technically not open source?

Hello! I was looking to make use of your awesome permaweb-deploy code, however since it is missing a license I am concerned about it not being open source. Looking up info on missing license seems to state that it's closed source: https://opensource.stackexchange.com/questions/1720/what-can-i-assume-if-a-publicly-published-project-has-no-license

Is this repo intended to be closed source?
