Ownership transfer issues

• The person who transferred it shows as admin on the receiving side, but they aren't able to access the portal anymore. Re-inviting as admin fixed it.
• Sometimes the person transferring should stay as admin, but sometimes they should be removed. I guess we can leave it up to the owner to keep or remove them (but maybe can give them this option when they accept?)
• When I accepted, the modal stayed open for a few seconds while the request was processing - add loading screen?
• After accepting, the users page did not reflect new ownership / updates- refresh users after transfer is done

to #281 since that will allow reusing the same code - either to remove user completely / remove just from admin
