Fetch Providers in OPAL are highly pluggable and extensible.
The design allows Fetch Providers to be easily implemented separately from OPAL and be added as a plugin.
I would recommend you read the tutorial for Writing Your Own Fetch Provider, to see how it can be done.

We would appreciate you to share your Oracle DB Fetch Provider, and we would happily guide you implementing it 🙂
Here is the implementation for a Postgres Fetch Provider to take as an example.
