Support for BLAST DB v5

The new NCBI blast database format v5 will like require updates to datatypes/blast_datatypes/datatypes_conf.xml and then publishing to the ToolShed and updating the copy now bundled with Galaxy itself.

Or, we deprecate the legacy BLAST datatype in the ToolShed, drop repository_dependencies.xml and focus on updating the datatype within Galaxy only. That might be better in the long term...

Declaring our legacy datatypes obsolete and no longer using them in the TravisCI testing on #129

As part of the next tool shed update I need to mark http://toolshed.g2.bx.psu.edu/view/devteam/blast_datatypes as deprecated (on the Tool Shed).
